THE lead counsel of retirees asking the federal court to place the Retirement Fund under receivership is accusing local officials of hatching a plot to circumvent the bylaws of the board of trustees to ensure that the “right” political appointees are elected as officers ahead of the 2009 gubernatorial election results.
