If you're coming from the Philippines you'll also need US transit visa if you're going to Saipan via Guam.
Nationals of all other countries require a VEP to enter the CNMI. Applicants who wish to travel to the CNMI must request a VEP from the Division of Immigration. The requests must include the following information: request letter, name of traveler, copy of valid passport, place of birth, home address, facsimile and telephone number, nature of visit, copy of travel itinerary from the booking travel agent to include proposed entry and departure dates, the name of a CNMI hotel or address while in the CNMI, declaration of financial responsibility, and a copy of the applicant’s round trip ticket/e-ticket.
These requests must be submitted at least four weeks before the intended date of travel and submitted directly by way of facsimile or mailed to the following address with reference that it is an authorization to board request:

It's pretty amazing what you can do online ..It was not that long ago that you were wondering who just called your when you were not
at home. Now you can only see who's the unknown caller .. and also spy on who's talking to your lover :))

It's crazy ... You can even find the address by a simple phone number.. Wonder what's gonna come next ?
