THE legal drinking age on Guam is now officially 21 following the signing of Bill 389, which raised the minimum drinking age from 18.

Acting Gov. Mike Cruz yesterday signed into law Bill 389, which is now Public Law 30-156 titled “Ramon Oberiano Act.” The law took effect immediately after the signing.

PROPONENTS of the two Saipan casino bills said the future of the struggling tourism-based economy of the Northern Marianas lies in the gambling industry, but those against the measures believe it will spell more distress for the island.

During a public hearing on Wednesday night, casino supporters former Speaker Pete Deleon Guerrero and former Rep. Manasses Borja said there is nothing else that could “save” the CNMI except a casino on Saipan.
Tinian has a casino which opened in 1998 but it has yet to recover its multi-million-dollar capital.

CNMI voters will be questioned this November whether they support the U.S. Department of the Interior’s recommendation to grant long-term guest workers improved immigration status, acting Speaker Felicidad T. Ogumoro said on Wednesday night.

The administration also plans to place on the ballot a question on whether the public will allow the CNMI government to incur a public debt of at least $200 million in the form of pension obligation bonds for the Retirement Fund’s use.
